If a freelancer has trouble submitting a proposal, check OBO/Sudo to ensure the following:

- FL has an active account status (not suspended, not non-admission / rejected profile)
- FL has completed contact info
- FL completed Location Verification (if a US FL applying for US job)
- FL has Connects
- FL has an active membership selected (Basic or Plus Plan)
- Job post FL is attempting is public
