In order to address high-risk scenarios, Upwork has a 3 UPM Rule; we will no longer allow a single UPM to be shared by more than three accounts. If a single UPM is added to a fourth account, an error message will be presented to the user and the UPM will not be added. The rule also applies to UPMs that have been removed or suspended.

Do not communicate the threshold (3) to users. While savvy users can determine the threshold, the number may change in the future.

There are exceptions to the rule above e.g. current accounts that share the same UPM are exempted from the rule, however, the UPM cannot be added to additional accounts. Agents can request a TL to process the override, if applicable.

For all users: ask the client/freelancer to add a different billing/payment method

For tiered client accounts: ask the client to coordinate with the account manager

User Experience

If the user attempts to add a UPM that is already associated with at least 3 other user IDs, the following error message will be displayed:

Process to Override 3 UPM Rule

The override should be limited to tiered accounts or other low-risk, high-value accounts. Agent can request override from TL and, if approved, TL will follow the below steps. Agent should first receive explicit approval from the account owner that added the UPM first (Upwork account that show the earliest date the UPM was added).


TL Only Process

***Ensure approval from account owner is received first***

  • In OBO, go to Own Accounting Entities, hover over the wrench, and select “Other operations”
  • Select “Allow UPM sharing” from the left-hand side menu options
  • Choose whether a credit card or PayPal from the dropdown menu
    • For a CC, add in the last 4-digits of the CC (found on the Own Accounting Entities tab)
    • For PayPal, add in the Payer ID (click the PayPal from the Own Account Entities tab and the Payer ID will be displayed under the UPM tab)
  • Add in CSS Notes and click “Allow UPM Sharing”
