July 21, 2022 update:

In addition to freelancers performing ID document verification and Selfie/Agent interview to confirm the freelancer is a human and not a bot, we launched a 3rd verification to confirm their location ONLY if the ID they provided to us in the current flow does not match the country stated on their profile.  An example would be a freelancer creating an account profile in the UK and during the ID verification process, they supply an ID in the USA. To reduce location liars, new location verification check will then introduce the freelancer into a new flow that asks them to either change the location of their profile to match their uploaded ID or to supply us with a supplemental document that confirms they reside in the country of their uploaded ID (Utility Bill, Bank Statement, etc). IDR team processes manual verification documents.

 

This is only for freelancers who have a country mismatch in their previously uploaded ID compared to what is on their Profile ID.

 

When Location Verification Required -Signal is placed, messaging (email/SMF) will be sent to the user indicating that they need to change their Profile Country to match their ID Country OR provide supplemental documentation to verify their location. If they do not complete within 7 days, we will suspend them with reason Failure to Location Verify - Restriction.

About Location Selection (for clients)
    • Currently only available for clients in the U.S. and may open up to other countries in the future
    • Allows for clients to easily find freelancers in their own country in case they have a preference to do so due to i.e. may require localized knowledge (like legal or marketing projects), possibility of on-site coordination, or specific compliance needs that make it easier to work with someone in their own country
    • If a client posts a job with a U.S. location requirement we check that the job has at least 1 recommended proposal and if there are less than one (1) we automatically move the job to the global market.
    • Only freelancers with a U.S. location in their profile will see these jobs and only freelancers verified to be in the U.S. (verified by IDV, bank account or other means) will be able to submit proposals on these job posts
About Location Verification (for freelancers)
If a freelancer’s profile location is United States, they can see US-only jobs. In order to submit proposals for these jobs, the freelancer’s U.S. location has to be verified:
    • All location unverified FLs will be prompted to confirm their location - most will go through an ID verification process and some a bank verification process
    • Some FLs will be automatically verified by Trust & Safety and will not be prompted to take any action to verify their location
    • Anyone in the U.S. who has successfully passed IDV or FIVS verification will be automatically location verified
    • If they pass webcam verification, they will not be location verified
    • Once verified, verification lasts “forever” (we won’t monitor activity and take it away)
    • Internal Use Only: Agencies - The above applies to only US-based agencies. To be “US-based”, the Agency Owner has to have an address in the US AND the agency address has to be in the US. If these are not the case, they will not see US-only jobs. Also, only agency members who are verified to be in the US can apply for US-only jobs.


Freelancer Location Verification Flow & How to Verify

Changing From Non-US to US Address
    • If a FL changes their profile’s location country to the United States, we’ll show an error message, prompting them to complete their W-9 tax information
    • Once the W-9 is completed and the address updated, they are still considered location unverified and will receive a prompt to follow the verification process (listed in map above)
If FL is US Verified and They Move
    • If the FL is US-verified and they move to another country (or they’re a digital nomad), they will still have access to US-only jobs
    • We will un-verify them if you change their country in their profile location
    • If verified through IDV, we will un-verify them if you change name
    • FLs can change timezone without changing location!

About Map on Freelancer Profile

Why are you showing a map of my location on my profile?

The map on your profile is simply a visual representation of your city and state and does not reflect the exact address on your account. We did this to help clients quickly scan and process all the information on your profile. Some clients may not be familiar with your city, and providing a map can help them put your location into context. Although we didn’t add any new information to your profile page, we hope this map will encourage clients to feel more engaged as they consider you for their projects.

Why is the map shown only on U.S. freelancer profiles?

Over the past few months, we have implemented real-time address validation starting with freelancers in the U.S. When users in the U.S. start typing their address, a validated address (powered by Google) automatically populates. The map displayed on the freelancer profile relies on this address validation. We are currently working on rolling out address validation to freelancers outside the U.S. and hope to introduce the map on freelancer profiles more widely.

I’m not comfortable showing my location on my profile. Can I disable the map?

Unfortunately, there is no way to disable the map on your profile. However, know that we have not added any new information to your profile - the map is simply a visual representation of your city and state and does not reflect your exact address. We did this to help clients quickly scan and process all the information on your profile.

Why is Washington D.C. showing up on my profile?

This is an issue we are working to resolve as soon as possible. Right now, when users in the U.S. start typing their address, a validated address (powered by Google) automatically populates. The Washington D.C. map is being displayed in cases where Google cannot validate your address. We are working to remove the map from profiles when this occurs.

How do I validate my address?

(FOR US FREELANCERS ONLY)If you wish to validate your address, go to Settings > Contact Info and start typing your address under the Location section. Once you start typing, you’ll see a list of address options for you to select. Select your address and click Update. If you don’t see your address listed, you can simply save the address you typed.

Why are you allowing U.S. clients to make their jobs only visible to U.S. freelancers?

Thanks for your question. Clients told us that they sometimes need a freelancer located in the same country. Their projects may require localized knowledge, the possibility of on-site coordination, specific compliance needs or other factors that make working with someone within their country an easier way to get started on Upwork. We want to capture these clients by addressing their immediate needs. By doing so, we hope to get them started on Upwork before opening the door to future projects that can be done globally.

Why did you change the process back to bank account?

Thanks for your question. We encountered some issues with ID verification for IDs from a few states. As we are resolving these issues, we decided to revert the location verification process to our previous bank account method so these users can continue to move forward with verification. Unfortunately, this is the only way to verify your location at this time, though this may change in the future as we build out new capabilities. (Added 9/14/2017)

Why is it country-to-country/domestic? /Upwork is stupid to leave Canada out.

Clients have expressed the need to hire within their own country. Their projects may require localized knowledge, the possibility of on-site coordination, specific compliance needs or other factors that make finding talent within their country an easier way to get started on Upwork. We want to capture these clients by addressing their immediate needs. By doing so, we hope to get them started on Upwork before opening the door to future projects that can be done globally.

Where’s the research? None of my U.S. clients have ever said they really wanted to hire a U.S.-based freelancer, that’s why they ended up hiring me. How many clients did you talk to?

Our research and discussions with clients includes many visitors who never hire on Upwork. We ask them what worked, and what didn’t. This research, along with other feedback, including input on these forums, has given us enough data to realize this is an opportunity to bring more business opportunities to all freelancers on Upwork.

Clients can already set location preference in their job posting and search for freelancers using location filter. This change is unnecessary.

We currently support some level of location filtering but many clients have told us it’s still cumbersome to find and evaluate the freelancers that meet their requirements. With this feature, clients can choose to make their job post visible only to freelancers within their country. For jobs where they don’t have this requirement, they can make the post visible to the entire marketplace. We hope this additional option will help clients find who they’re looking for faster, ultimately bringing more business to freelancers on Upwork. This will also save freelancers from wasting time (and Connects) submitting proposals when they don’t meet the criteria set by clients.

Why are you trying to restrict freedom/free market economy? Give clients the power to choose who they want to hire without limiting them to one country.

As always, it is up to the client to decide which freelancer (and which location) makes the most sense for their project. With this feature, we are giving clients an additional choice in how they can find freelancers for their job posts. All clients will continue to have the option of making their job post visible to freelancers in any location.

Concerns

What percentage of clients on Upwork today are from the U.S? Aren’t you taking most of the job opportunities off of the global market and making them only available to a small set of freelancers (those in the U.S.)?

Thanks for your question. Although we cannot share details about the number of clients we have from specific countries, our goal is not to hamper opportunities for any freelancers. In fact, we hope by giving clients the ability to set a location preference when needed, it will make Upwork their preferred marketplace anytime they need a freelancer (whether in their country or not) and, as a result, bring more opportunities to freelancers using Upwork around the world.

Most freelancers are non-U.S. based. You’re damaging most of the business on Upwork.

Thanks for reaching out. Our end goal is to bring more clients to Upwork so they can connect with great freelancers. Right now, potential clients who have tried to use Upwork tell us they want to find freelancers from their country, but find it cumbersome to do so on Upwork. Not being able to set this preference not only keeps them from posting those jobs on Upwork, but from using Upwork to post other jobs where a freelancer’s location isn’t important. By giving clients this option, we make Upwork a place they can come for all their freelancer needs.

Isn’t this just institutionalized discrimination? You say it’s based on location and not other factors like race or national origin, but aren’t you just splitting hairs?

We expect that this new feature will grow the number of clients (and thus the overall pool of jobs available) on Upwork. Why? Potential clients tell us in order to use Upwork to connect with freelancers worldwide, they also need, at times, to work with freelancers in their own country. By enabling them to do just that, they are more apt to use Upwork to find freelancers for work where location isn’t important. Please know we are testing out this feature with clients in the U.S. to start and if it helps bring more freelancer opportunities to Upwork, we’ll look at expanding it to other countries.

Upwork’s Mission

Is Upwork moving away from its core business model? Does Upwork no longer believe in its mission? / I thought you were a global platform / Why shift to domestic? / Upwork’s motto is “work without limits,” but now you are putting limits on my job opportunities. Isn’t this hypocritical? How do you reconcile this?

How It Works

Will you be expanding this option to all countries?

We have recently begun testing this option in the United Kingdom.

I’m only interested in hiring U.S.-based talent for this job. How does it work with agencies? If I hire a U.S.-based agency, will someone in another country actually be doing the work?

Thanks for your question. Only agency members who have verified they are located in the U.S. will be able to submit proposals for your project when you post a “U.S. Only” job. Agency members who are not in the U.S. or have not verified their location cannot apply to your job post, even if the agency itself is based in the U.S.

What happens if there aren’t enough freelancers for a particular job post/request? What’s going to happen then? Will the settings automatically change so non-U.S. based freelancers can apply?

Thanks for your question. If a client posts a job with a location requirement but doesn’t receive at least two relevant proposals within 24 hours, we’ll ask the client if they’d like to remove the requirement and open the project to freelancers in any location.

I saw the prompt to verify my ID but no longer see it. What should I do?

Thanks for your question. You can click this link: https://www.upwork.com/freelancers/id/verification/. Or, simply click on any job post that requires a freelancer to be based in the U.S., click the “Submit A Proposal” button, and you will be prompted to upload your ID or passport. You will not be required to submit a proposal for the job post you click and you won’t be charged Connects unless you do so.

Confirming Location

How are you confirming if the freelancer is really living in the U.S?

We look at a number of factors, such as the freelancer’s W-9 information, whether they have a verified bank account, and/or their login activity. In some cases, we also ask freelancers to upload an image of their state issued driver's license, ID card or United States passport so that we can verify their location.

Why do you now need my ID to confirm that I’m in the U.S.?

We are now giving U.S. clients the option to receive proposals only from U.S.-based freelancers when they post a job. To verify a freelancer’s location, we now require a state issued driver's license, ID card or United States passport, but please know we may take into account a number of other factors, such as W-9 information and login activity. Note: If you choose to go through location verification by uploading an image of your ID, any data will be encrypted and securely processed, and your image will not be stored by Upwork. You are not required to share your ID with us, however you will need to do so if you wish to submit proposals for jobs marked as “U.S. Only” under the “My Job Feed” tab.

I don’t have an ID/I don’t want to share my ID info. Is there another way to confirm my location?

At this time, to submit proposals for “U.S. Only” jobs you must have a valid, state issued driver's license, ID card or United States passport and upload an image of it to us. If you choose to go through location verification by uploading an image of your ID, any data will be encrypted and securely processed, and your image will not be stored by Upwork. Please note that if you don’t want to upload your ID you can still use Upwork to submit proposals for all other job posts except for those with a U.S.-location requirement.

I’ve already verified by video chat before. Why do I have to do it again?

Thanks for your question. The video chat was to verify the accuracy of your profile information, not to verify your location.

Before you just required us to add a bank account. Why did you change the process already?

Thanks for your question. We decided to change the verification process based on feedback from freelancers who use our marketplace. Our users suggested that uploading their government-issued ID or driver’s license was a better option for them and we were happy to change the process going forward, as a result. Also, this option is faster. We can verify most IDs instantly, while verifying via bank account can take days.

It will be easy for freelancers to fake their location.

While we take steps to confirm a freelancer’s location (such as reviewing their ID, bank account location, W-9 information or login activity), trust is very important to us and this is no different. If we find users are lying about their location or other details we will take action, including permanently deactivating their Upwork account.

There are a lot of clients who lie about their location. Doesn’t look like you are verifying them at all. / How will you verify the client is in the U.S.?

For clients, we’ll look at the information in their profile, such as their IP/login activity and their address. ,And, as always, we recommend that freelancers review the job post and client as you normally would before starting a contract. Once I’ve confirmed my U.S. location, how long does it last? Will I lose it if I travel?

Once you have confirmed your location it does not expire. The process allows for periodic travel, so if we’ve been able to confirm you are in the U.S. you’ll still be able to submit proposals for jobs where the client is requesting U.S. freelancers only. It will then be up to you and your client to determine whether your travel schedule affects your ability to meet their job requirements.

Non-U.S. Community / Freelancer

I don’t live in the United States but I work U.S. hours because most of my clients are located in the U.S., can I submit proposals for these jobs?

Thanks for your question. No, if a client decides to set their job post visibility to freelancers who live in their country only, you will not be able to submit a proposal for the job. But please note that we expect many clients who need freelancers to work specific business hours (but not in their country) will choose to make their project available to freelancers in any location, and will welcome proposals from all freelancers, regardless of where they live.

Will I no longer see job posts from new clients in the U.S.? Or, will I see the job posts, I just won't be able to submit proposals?

Thanks for your question. When a U.S. client specifies they’re only interested in hiring a freelancer who lives in the U.S., freelancers outside of the U.S. will not see the job post. That does not mean you will not see new job posts from clients in the U.S., however. Many clients prefer the flexibility of hiring freelancers in any location and we expect they will still make their job post visible to all freelancers, regardless of where they live. And as always, you’ll be able to see those opportunities.

Sounds like you are trying to make this a U.S.-only marketplace, this is going to negatively affect me.

Thanks for your question. It is not our intent to make Upwork a marketplace for only U.S. clients and freelancers. We’ve learned that giving clients more ability to filter freelancers makes them more apt to use Upwork for all their freelancing needs, including jobs where a freelancer’s location doesn’t matter.

How are you going to encourage clients to hire globally once they get comfortable hiring locally? How will new clients posting jobs that are only visible to U.S. freelancers benefit me?

Thanks for your question. We are always working to attract more clients to bring their projects to Upwork and we work to show off the variety of skills and expertise global freelancers bring to our marketplace. From what we know about clients currently using Upwork, if they have a positive, efficient first experience finding freelancers on Upwork they’ll continue to use Upwork. We also know from potential clients that in many cases they don’t need talent within their country, but when they do they need to be able to screen freelancers quickly and easily, without having to sort through proposals from those outside their country. With this feature, when a U.S. client posts a job or does a freelancer search they will have the choice of targeting a freelancer in the U.S. only, or a freelancer in any location. This choice will remain, because we know it’s important to both clients and freelancers.When clients post jobs with a location requirement, we’ll also give them the option to open their job post to freelancers in any location if they don’t see enough proposals that match their needs.

My best clients come from the U.S. and now you’re blocking them from seeing my profile.

Thanks for reaching out. Clients will still always have the option to select the best freelancer for their project. While in some cases they might need a freelancer in their country, they will still be able to post jobs that are visible to the entire marketplace. Plus, clients can always search and find your profile, and invite you to submit proposals for their open jobs.

Will my current clients be able to opt into this program, thus leaving me without work?

There will be no impact to current job posts, or ongoing jobs. Clients who are part of this test group will have the option, when posting new jobs, to limit visibility to freelancers in the U.S. only. Of course, clients will still be able to post jobs that are visible to the entire marketplace.

First you take 20% of my earnings and now you’re taking away opportunities. What am I paying you for?

Are you going to make sure rates these clients post are worthy of U.S. market? The federal minimum wage in U.S. is $7.25.

Thanks for your question. At Upwork, the terms of any contract, including the rate, are for clients and freelancers to decide upon together. Any freelancer who is not satisfied with the rate offered can negotiate a higher rate or find a project they consider to be more suitable. Please also note that minimum wage laws apply to employees rather than independent contractors, which is the default relationship between client and freelancer on Upwork.

I’m a U.S. citizen, but a digital nomad. Would I still be able to apply for these jobs?

Thanks for your question. This new feature is designed for clients who have a specific need for a freelancer in their country (reasons vary, but in many cases they need the possibility of on-site coordination, localized knowledge, or have to meet certain compliance rules for their company). However, our location confirmation process allows for periodic travel, so if we’ve been able to confirm you are in the U.S. you’ll still be able to submit proposals for jobs where the client is requesting U.S. freelancers only. It will then be up to you and your client to determine whether your travel schedule affects your ability to meet their job requirements.

What about freelancers who have a valid U.S. ID that live abroad or travel (digital nomad)?

What if I am from another country but working in the U.S.? Can racist clients refuse to hire me?

If a client refuses to work with you based on race, color, or national origin, they are in violation of our Terms of Service (TOS) and face the potential of having their Upwork account permanently deactivated. We allow clients to search and hire based on a freelancer’s location because we recognize that some projects may require localized knowledge, work within certain time zones, or other factors that require the freelancer be in a specific location. However clients, per our TOS, cannot discriminate based on race, color or national origin.

I’m in the U.S. but my best clients aren’t. I’m worried if this feature is rolled out everywhere then my clients in other countries might drop me for freelancers in their country.

Thanks for reaching out. Right now, we are testing this out with clients in the U.S. only, so your current contract and client relationships will not be affected. If we do expand this option to clients in other countries, each time they post a job it will be their choice as to whether they’ll only accept proposals from freelancers in their country or from freelancers worldwide. Our research indicates taking this step will actually increase the number of projects available for Upwork freelancers globally. Why? Is this a way to block non-U.S. clients who cannot pay as much for freelancers from the best talent? / I’m worried rates for U.S. freelancers will go up.

Thanks for your question. We are not looking to block clients who are from outside the U.S. or make it more difficult for them to work with a U.S.-based freelancer. As always, freelancers set their own rates based on any number of factors, including expertise, experience, expenses, and personal choice, and often do so on a job-by-job basis. As a result, we believe clients will continue to be able to connect with the right freelancer for their needs and budget.

Will this encourage fraudsters to list themselves in different countries? Will it be harder for me to find people in the countries they actually list in?

Thanks for reaching out. Trust is very important to us and this is no different. If we find users are lying about their location or other details, we will take action, including permanently deactivating their Upwork account.

Why are you encouraging clients to hire domestically? Are U.S. freelancers better than international freelancers?

Should I choose U.S. or Anywhere?

Other clients prefer to post their jobs to our entire marketplace, saying it often results in proposals from more freelancers, which gives them more choices when it comes to expertise level, project costs, and timing.

Will Enterprise Talent Services teams have access to this test feature for projects I only want to hire US-based freelancers for?

No, Talent Services will not have the ability to use this functionality on the backend. . If you have a project that requires U.S.-based freelancers, let your talent specialist know. They have a variety of tools and resources that can be used to meet your project needs.

In 2017, we rolled out a set of location features in the U.S. that allowed clients who are interested in only hiring freelancers within their country the ability to set their freelancer search and job post accordingly. As we found that giving clients this additional option brought in more new clients without taking away opportunities from our global community (earnings all over are growing steadily), we have opened this up to the UK.

Why are you allowing U.K. clients to make their jobs only visible to U.K. freelancers?

Thanks for your question. There are two main reasons.

First, clients have told us that they sometimes need a freelancer located in the same country. Their projects may require localised knowledge, the possibility of on-site coordination, specific compliance needs or other factors that make working with someone within their country an easier way to get started on Upwork. Today, clients can include this requirement in their job post, but freelancers from outside the country often still submit proposals. This can lead to frustration and make clients less likely to hire on Upwork.

Secondly, we’ve heard from freelancers who are upset that they are taking the time (and wasting Connects) to submit proposals for jobs they will not be considered for because they do not meet the client’s location requirement.

I heard you started this in the U.S. last year. How it is affecting Upwork users?

Thanks for your question. We are actually expanding this option to the U.K. after testing it out in the U.S. in 2017. Why is it country-to-country/domestic? Why can’t a client in post a U.K.-only job (for example)

Clients at times need to hire within their own country because their projects require localized knowledge, on-site coordination, specific compliance needs, etc., that make finding talent within their country an easier way to get started on Upwork. We want to attract these clients by addressing their immediate needs. By doing so, we hope to get them started on Upwork before opening the door to future projects that can be done globally.

Clients can already set location preference in their job posting and search for freelancers using location filter. This change is unnecessary.

Thanks for reaching out. Many clients have told us it’s still cumbersome to find and evaluate the freelancers that meet their requirements, especially when the freelancer’s location is critical. With this feature, U.K. clients can choose to make their job post visible only to freelancers within the U.K. For jobs where they don’t have this requirement, they can make the post visible to the entire Upwork marketplace.

Why are you trying to restrict freedom/free market economy. Give clients the power to choose who they want to hire without limiting them to one country.

As always, it is up to the client to decide which freelancer (and which location) makes the most sense for their project. With this feature, we give clients an additional way to locate the right freelancer for their work and all clients still have the option to make their job post visible to freelancers across the globe.

Concerns

What percentage of clients on Upwork today are from the U.K? Aren’t you taking most of the job opportunities off of the global market and making them only available to a small set of freelancers (those in the U.K.)?

Thanks for your question. Although we cannot share details about the number of clients we have from specific countries, our goal is always to increase opportunities for freelancers. We are actually adding this feature for U.K. clients after testing it in the U.S. last year. Most freelancers are non-U.K. based. You’re damaging most of the business on Upwork.

My home address is in the U.K., but I often travel to the U.S. - how will it work?

Thanks for your question. We require that the address listed on your Upwork profile be your real, permanent address. However, our location verification process allows for periodic travel, so if we’ve been able to confirm you are in the U.K. you’ll still be able to submit proposals for jobs where the client is requesting U.K. freelancers only. It will then be up to you and your client to determine whether your travel schedule affects your ability to meet their job requirements.

Verifying location

About uploading my driving license or passport. Where does Upwork store my data? I am a client/freelancer located in the EEA. (GDPR)

Thanks for your question. Upwork takes data security and privacy extremely seriously. We comply with applicable privacy law, including GDPR as it applies to the personal data of EEA residents. When you upload your ID or passport, the data will be encrypted and securely processed and will only be used for the purpose of identifying you and your location.

I don’t live in the United Kingdom but I work U.K. hours because most of my clients are located in the U.K., can I submit proposals for these jobs?

Thanks for your question. No, if a client decides to set their job post visibility to freelancers who live in their country only, you will not be able to submit a proposal for the job.

Will I no longer see job posts from new clients in the U.K.? Or, will I see the job posts, I just won't be able to submit proposals?

Thanks for your question. When a U.K. client posts a job and specifies they’re only interested in hiring a freelancer located in the U.K., freelancers outside of the U.K. will not see the job post. That does not mean you will not see new job posts from clients in the U.K., however. Many clients prefer the flexibility of hiring freelancers in any location and they will still make their job post visible to all freelancers, regardless of where they live. And as always, you’ll be able to see those opportunities.

There will be no impact to current job posts, or ongoing jobs. U.K. clients will simply have the option, when posting new jobs, to make them visible to freelancers in the U.K. only. As always, clients will still be able to post jobs that are visible to the entire marketplace.

Premium freelancers - Do I get referred by a talent agent even if i’m not in the U.K?

This depends on the client’s preferences. The talent specialist may ask the client if they’d like to see freelancers from any location.

Premium freelancers - Being a premium freelancer, I’m already seeing very few offers today. I fear there will be even less jobs for non-U.K.-based premium freelancers going forward.

Are you going to make sure rates these clients post are worthy of U.K. market?

Thanks for your question. At Upwork, the terms of any contract, including the rate, are for clients and freelancers to decide upon together. Any freelancer who is not satisfied with the rate offered can negotiate a higher rate or find a project they consider to be more suitable.

I’m a U.K. citizen, but a digital nomad. Would I still be able to apply for these jobs?

This option is designed for clients who have a specific need for a freelancer in their country (reasons vary, but in many cases they need the possibility of on-site coordination, localized knowledge, or have to meet certain compliance rules for their company). However, our location verification process allows for periodic travel, so if we’ve been able to confirm you are in the U.K. you’ll still be able to submit proposals for jobs where the client is requesting U.K. freelancers only. It will then be up to you and your client to determine whether your travel schedule affects your ability to meet their job requirements.

I’m a business manager for a U.K.-based agency, but I’m not in the U.K. Can I submit proposals for jobs with a U.K. location requirement on behalf of my U.K. agency members?

Unfortunately, you personally need to be based in the U.K. to submit a proposal on behalf of your agency members, even if your agency is based in the U.K. or has members who are in the U.K. This is because the client specifically noted they’re only interested in working with U.K.-based talent. Please note that any U.K.-based member of your agency who has verified their location can submit a proposal.

Is there a way to disable it turning the 'U.K.-only' toggle on every time I do a new search?

Clients vs. agencies

I’m only interested in hiring U.K.-based talent for this job. How does it work with agencies? If I hire a U.K.-based agency, will someone in another country actually be doing the work?

Thanks for your question. Only agency members who have verified they are located in the U.K. will be able to submit proposals for your project when you post a “U.K. Only” job. Agency members who are not in the U.K. or have not verified their location cannot submit a proposal to your job post, even if the agency itself is based in the U.K.

How are you verifying if the freelancer is really living in the U.K?

We look at a number of factors, such as the freelancer’s profile information, their payment methods on file, and/or their login activity. In most cases, we also ask freelancers to upload an image of their driving licence or British passport so that we can verify their location. We do understand that some freelancers might try to mislead us and when we find users are being dishonest about their location or other details we take action, including permanently deactivating their Upwork account.

Our location verification process does allow for periodic travel, so if a freelancer has been verified, they can still submit proposals for jobs where the client is requesting U.K. freelancers only. It will then be up to you and the freelancer to determine whether their travel schedule is acceptable for your project requirements.

Why are you showing a map of my location on my profile?

The map on your profile is simply a visual representation of your city and state and does not reflect the exact address on your account. We did this to help clients quickly scan and process all the information on your profile. Some clients may not be familiar with your city, and providing a map can help them put your location into context. Although we didn’t add any new information to your profile page, we hope this map will encourage clients to feel more engaged as they consider you for their projects.

I’m not comfortable showing my location on my profile. Can I disable the map?

Unfortunately, there is no way to disable the map on your profile. However, know that we have not added any new information to your profile - the map is simply a visual representation of your city and state and does not reflect your exact address. We did this to help clients quickly scan and process all the information on your profile.

How do I validate my address?

If you wish to validate your address, go to Settings > Contact Info and start typing your address under the “Location” section. Once you start typing, you’ll see a list of address options for you to select. Select your address and click “Update.” If your address is not found, you can click the option below “Please click here to enter your address” to manually enter your address.

If an IDV link is sent, this initiates FIVS where Identity Ops takes over. Identity Ops review can take up to 24 hours. Anyone who passes IDV is marked US verified at the same time. Users who provide a valid US/UK ID but can not pass IDV for some other reason (ex: statement is too old or not dated) can still be marked location verified manually by Identity Ops.

The status of an IDV link can be seen via OBO: Identity > FIVS status (to ensure it is a Identity Ops IDV, click show details > look for “Identity” under the workflow column):

    • If accepted, they will remove any suspension and add info to a spreadsheet to be manually marked as “verified” for Location Verification
    • If soft rejected, Identity Ops will update the user with what is needed and to submit again
    • If hard rejected, Identity Ops will permanently suspend the user. An auto-message will be sent to the user at that time

If a FL is sent an IDV link for Location Verification, there is a slight delay between being approved for IDV and being manually added as US/UK Verified. If a FL applies for a US/UK-only job before being marked as US/UK Verified, this will “Limit” their profile. In this situation only, CS is allowed to remove the “Limit” in OBO.
